What gets removed?
Ordinary comments, repeated whitespace, spaces around braces, semicolons, commas and the > combinator, and the last semicolon before a closing brace. Comments that start with /*! (usually licenses) are kept.
Is the result equivalent CSS?
It is designed to be. Text inside strings and url() is copied unchanged, and spaces CSS needs are kept, such as the one in nav :hover, the spaces around + and - in calc(), and the space before ( in media queries. It does not rewrite values such as colors, so savings are smaller than a full optimizer's.
